Terms & Conditions
These conditions apply to all scholarships bestowed by the University of Melbourne for both undergraduate and graduate coursework courses excluding travelling scholarships or scholarships funded by trusts or donations from external organisations, or those scholarships that are administered by the University on behalf of other organisations. These are: Asian Development Bank - Japan (ADB) Scholarship, PSA Medical/Dental Scholarship, Mildura Alumni Scholarship and the Eleanor and Joseph Wertheim Scholarship. Please refer to the relevant webpages for their specific terms and conditions.

Key Terms
Benefits - components of the scholarship that provide value to the recipient such as fee remission or allowance payments.
Conditions - regulations that govern scholarship tenure ensuring the scholarship benefits are delivered only to eligible students.
Full study load - Normally completion of 100 points within a calendar year but may be broken down by teaching periods (e.g. 50 points in Semester 2)
Full-time enrolment - Determined on the basis of enrolment per semester for semesters 1 and 2. Normally, a study load of at least 37.5 points in each of semesters 1 and 2.
Part-time enrolment - Determined on the basis of enrolment per semester for semesters 1 and 2. Less than 37.5 points in either semester would normally constitute a part-time enrolment.
Semester - In accordance with current federal Government guidelines, subjects undertaken from:
- 1 January – 30 June will count towards a student’s semester 1 load.
- 1 July – 31 December will count towards a student’s semester 2 load.
Academic Progress Requirements
Recipients will retain their scholarship provided they maintain eligibility and their Student Centre permits their continued enrolment in their course.
Exceptions: Recipients of a National or a National Medicine Scholarship are expected to pass all subjects in their first year and achieve at least a 70% average in the second and subsequent years of their course.
Additional Subjects
Scholarships that provide a fee remission WILL NOT cover:
- Community Access Program (CAP) subjects
- Cross-institutional subjects
Scholarships that provide a fee remission WILL cover:
- Subjects undertaken as part of a University approved exchange program
- Over-enrolment in the degree up to a maximum of 25 points if approved by the relevant Student Centre in accordance with the University's policy on Over-enrolment.
If completion of an over-enrolment requires a scholarship recipient to enrol for longer than the normal duration of their course, any allowance component of their scholarship will not be extended.
Citizenship/Residency changes
Students should always inform the MSO if their residency status changes. Normally this will not affect the benefits of their scholarship but may require different administrative arrangements.
RASA scholarship recipients who become permanent residents will lose their scholarship as they become eligible for a Commonwealth Supported Place (CSP) and Centrelink benefits.
Concurrent Diplomas
Scholarship recipients will be permitted to extend their scholarship to cover one concurrent diploma. This applies to fee remission and allowance components of the scholarships.
Concurrent Scholarship Awards
- No student is permitted to hold a National Scholarship and an Access Scholarship.
- No student is permitted to hold fee remission scholarships from separate sources with a total value of more than 100% of the fee for the relevant course.
- Recipients of a Melbourne Scholarship may be permitted to hold other scholarships, but should be advised to check the conditions of any other scholarships carefully and seek independent advice about whether holding multiple scholarships will affect their eligibility for Centrelink benefits or their taxation status.

The table below shows when and from what source Commonwealth and Access scholarships are paid. Please note that the component from Commonwealth funds (CF) does not affect your Centrelink payment but Access funds (AF)should be declared as income. Please see also Centrelink and Taxation.

Course Transfer
- Scholarship recipients will not be permitted to retain their scholarship if they transfer to a course at an institution other than the University of Melbourne.
- Scholarship recipients may be permitted to transfer to another course at the University of Melbourne subject to the approval of the Manager, Undergraduate & Graduate Coursework Scholarships.
- Normally approval will be given if the new course is at the same level (ie. undergraduate or graduate) as the original course, and students enrolled in the new course also would be eligible for the Scholarship concerned.
- Transferring to a new course does not constitute grounds to extend the duration of a scholarship. The duration should be the normal duration of the new course if the student undertakes a full study load. Calculation of expired duration should take into account the component of the original course for which the student has already been in receipt of the scholarship.
Exceptions:
The following scholarships are sponsored by Faculties:
- Faculty Access Scholarships
- Faculty Merit Scholarships
- International Undergraduate 25% Fee Remission Scholarships
- International Postgraduate Coursework Awards (IPCA)
Recipients of any of the above scholarships wishing to transfer to a different course must receive approval for continuation of their scholarship from the Faculty responsible for that course. If the Faculty concerned is not prepared to continue the scholarship, it will be terminated if the student transfers to the new course.
- Commonwealth Scholarships
Recipients of a Commonwealth Scholarship may transfer to courses offered by institutions other than the University of Melbourne and re-apply for a Commonwealth Scholarship at their new institution. The award of a new Commonwealth Scholarship is not guaranteed.
Deferment of Scholarship
Deferment of a scholarship will be permitted providing the recipient is permitted to defer commencement of their course.
Duration of Allowance
- Normal duration of the course if the student undertakes a full study load (ie. 100 points per year).
- A recipient who undertakes a study load of between 75 and 100 points per year will not normally be permitted to extend the duration of their allowance for this reason.
- A student who elects to study part-time without having received approval to retain their scholarship will forfeit their entitlement to any allowance payments that would ordinarily have been made during the period in which they are studying part-time.
Exception: Students awarded a Commonwealth Scholarship are entitled to receive the associated allowance for up to four years (or eight semesters) providing they maintain eligibility.
Duration of Fee Remission
- For scholarships that provide a full fee remission the scholarship will cover the full cost of the fees for the minimum number of points normally required to complete the degree.
- For scholarships that provide a partial fee remission, the scholarship will cover the agreed percentage of the fees for the minimum number of points normally required to complete the degree.
- A student who elects to study part-time without having received approval to retain their scholarship will forfeit their entitlement to any fee remission for the points undertaken whilst enrolled part-time.
Honours
Scholarship recipients will not be permitted to extend their scholarship to cover an Honours year unless the terms and conditions of their scholarship at the time permits them to do so. Previous years terms and conditions
Exception: Commonwealth scholarship recipients can extend their scholarship to cover an Honours year providing they remain eligible for the scholarship and do not exceed the maximum number of payments allowed. According to the Government Commonwealth Scholarship Guidelines on the DEEWR website at 2.10 STUDENT ELIGIBILITY REQUIREMENT
S2.10.1 Basic Eligibility Requirement:
(1) A student is not eligible for an Ordinary-CECS or an Ordinary-CAS if they:
(g)… already have completed the requirements of a course of study (with any provider) regarded by the eligible scholarship provider to be equivalent to or higher than an Australian bachelor’s award, unless each such award is a prerequisite to their current
undergraduate course of study or graduate diploma (or equivalent postgraduate course of study) in an area of National Priority required for initial registration and there is no alternative pathway into that course of study at that eligible scholarship provider.
Note: a Commonwealth Scholarship is intended primarily for students undertaking an initial qualification. For example, if a student completes a Bachelor of Commerce as well as a Bachelor of Science, then they are no longer eligible because the Bachelor of Commerce is not a prerequisite course for an Honours degree in Psychology.
Leave of Absence from Scholarship
- Permitted providing the student is permitted to take leave from their course.
- May also be permitted to allow a part-time enrolment when the student does not have permission to retain their scholarship and study part-time.
Part-time Enrolment
- Scholarships are generally awarded on the basis that the student is enrolled full-time. A full-time enrolment is at least 37.5 points per semester. See Key Terms for more details.
- Students may be permitted to retain their scholarship and study part-time if there are socially compelling reasons for them to do so. Socially compelling reasons could be one or more of the following:
- primary care responsibilities for a pre-school child
- primary care responsibilities for school-aged children as a sole parent with limited access to outside support
- primary care responsibilities for an invalid or disabled partner, child or parent, or
- medical condition/s.
- Students who are given permission to retain their scholarship and study part-time may, at the discretion of the Undergraduate and Graduate Coursework Scholarships Subcommittee, continue to receive a full or partial fee remission (if that is a benefit of their scholarship) and continue to receive allowance payments at the full-time rate for a period not more than the normal part-time duration of their course (usually twice as long as the full-time duration of the course or 6 years for most bachelors degrees).
- Students who wish to retain their scholarship and study part-time will need to apply to the General Manager, MSO (by submitting a variation form) and provide documentation of their socially compelling circumstances
- Where no such socially compelling reasons exist students may take leave from their scholarship until they are ready to resume a full-time enrolment
Exception: Commonwealth Scholarship recipients will only be able to receive the normal maximum number of payments allowed by the Government irrespective of whether they are part-time or full-time (8 payments for CECS and CAS). Commonwealth Scholarship recipients must still have socially compelling reasons to retain their scholarship and study part-time.

Repeating Subjects
Scholarships that provide a fee remission will not normally sponsor subjects that are being undertaken to make up for other subjects that the student has failed, or from which they have withdrawn after the census date.
Summer Subjects
In most cases fee remission scholarships will fund summer subjects.
